Dear
friends,
Our community policing initiative has been temporarily stopped due
to the elections. Now the same has been revived.
The first step was an interactive meeting with the elected representatives
of the people ie., Grama Panchayat Presidents and Municipal Chairpersons.
The district Panchayat President and Thrissur Corporation Mayor
were also invited to attend the function. About 99 persons attended
the meeting. A large number took part in the deliberations.
Interactive meeting had been conducted in 9 blocks with the co-operation
of the District Panchayat earlier. In those meetings participants
have demanded that such meetings may be conducted at the lower level
ie., Grama Panchayat level also. It was to consider this proposal
that this meeting was convened. There was also a proposal to enhance
the infrastructural facilities in the police stations including
facilities for the public visiting the police stations.
All the participants agreed that monthly interactive meetings at
Grama Panchayat level were necessary. It was decided to let the
CIs hold preliminary meetings to decide the dates on which the monthly
meetings can be held. They will then report the result to the SP
and another meeting of all concerned will be held after three months
to review the progress.
I hope that the above programme will give opportunity to the citizens
to air their grievances, complaints and suggestion at the local
level. At higher levels their complaints will be considered in-significant
in the light of major problems that will be raised by others. Now
small local problems also will get the attention of police force
and remedial action will be taken. Serious problems will be handled
by senior officers. There will also be a free flow of information
useful to the Police department as well as the public. With the
enhancement of infrastructural facilities at police station level
we will be able to deliver better service to the people.
I hope this will start a new age of fruitful communication between
the police and public and the cooperation thus started will spread
to other areas of public life for the betterment of the citizens
of our district.

Dear
friends,
The elections to the Loksabha and bye-elections to Vadakkanchery
have also passed off peacefully just like Thrissur Pooram 2004.
We do not expect any major problems during counting on 13th May.
That means the recent major law and order events have passed off
peacefully and we can think about routine matters once again.
Now we intend to continue the " Nammude Police Namukku Vendi"
programme by carrying out the meetings in the remaining Blocks also.
The people representatives can take part in the programmes with
out any technical hitches.
We want to take the interactive meetings further down the line.
With that in view we have called for a meeting of the chairmen of
Municipalities and 92 Panchayat Presidents of the District on the
17th May. In the meeting the discussion will be 'how to increase
Police - public interaction and co-operation?' and 'how to develop
the infra structure in police stations so that the police station
become more useful and friendly for the public'. These things can
be done with governmental help also but that takes time.
The meetings at Grama Panchayat level would give more opportunities
for the community members to air their grievances and opinions more
freely. More over the local problems peculiar to the area could
be aired and addressed more conveniently.
I solicit the blessings and cooperation of all concerned in this
effort. I also solicit suggestions for issuing more interactive
booklets on other issues also.
I also request the citizens of the District working abroad to obtain
and sent such kinds of booklets being circulated by police of these
countries so that it can be efficiently used in our District also.
The ideas can be imbibed and converted to cope with realities of
District. Our website is observed by persons from about 40 countries
and I hope that there will be sure response.

Dear
friends,
With the cooperation and best wishes of all of you "Thrissur
Pooram 2004" went of peacefully in spite of the sad demise
of the licensee of Thiruvambady fireworks program. It was pure accident,
which led to his death.
The 'Kudamattom' was excellent as well as 'Elanjithara meleam' and
of course the fireworks display in the early hours of the day.
You must understand the amount of work put in by the police, Pooram
festival committee and others to make this a great show and a peaceful
show at that no incidents to make the festivities.
My self and the district collector checked each and every installations
for the fireworks to ensure that there are no lose ends and that
all the items go straight up one and not in to the festive crowd.
For this the people also cooperated by not interfering with our
duties and obeying all reasonable directions by us. It is to the
credit of the traffic police and the vehicle usage on the road that
there was no major traffic jams on the road. I think the small in
variances people enjoying considering it as a part and parcel of
the all festivities.
Once again, thank you very much for the citizens and congratulations
to my colleagues for a good job neatly done.
Pooram was closely followed by the visit of Matha Amrithanadhamayi
on the 4th May is also went of peacefully even though thousands
and thousands of people attended the function. The devotees were
orderly and the volunteers very obliging. There was not much for
the police to do accept for their reassuring presence. We where
to meet any eventuality but nothing requiring our action happened.
Now the preparations for the election on 10th May 2004 have started
in earnest. The police department on our part is read in all respects.
We have carried out route marches with CRPF, local police and armed
reserve in all the places where there were political and communal
disturbances earlier. This was one to reassure the people that we
are here and ready to meet any eventuality.
Here also we need the co-operation of the citizens in general and
political parties especially to ensure a free and fair election
where all citizens desiring to exercise that franchise can do without
fear. I hope all of you will cooperate to the fullest extent.
