Dear
friends:
Yet
again there is a delay in making contact with you all. Please excuse
me. This was due to the pressure of work. Since this is the year-ending,
we have to finish so many of our routine duties and this requires
a lot of running around. We have also been trying to reach out to
the people in many ways.
You
may like to know that when we conducted a "Contact the People"
programme in Thrissur town, most of the people's representatives,
leaders of various unions, etc. expressed very useful suggestions
and opinions. It was interesting that many of the participants mentioned
that although the police have been organising such functions earlier
also, not much action has resulted from such meetings. The point
was made that by the time of the next meeting, usually after one
year, the police officers would have changed, and therefore the
views expressed at the meeting would have been forgotten, and hence
there would be no follow ups to the decisions taken at the meeting.
I admitted that this held true to some extent. My suggestion at
the meeting was that similar meetings could be held on the second
Saturday of every month, provided some group or body was willing
to host the same. I was happy that the Municipal authorities represented
by the Deputy Mayor Sri Radhakrishnan expressed support for this
view and promised all support for this move. Therefore it has been
decided that a meeting will be held in the Conference Hall of the
Thrissur Municipal Corporation on the second Saturday of each month,
regarding the problems being faced by the public of Thrissur, relating
to the Law and Order situation. Let us wait and see how this decision
works out in the implementation stage.
We
have been continuing with our "Reach Out to Schools" programme
aimed at direct interaction with school students of the District.
We have also been able to bring out a special information booklet
for providing assistance to the out-of state Sabarimala pilgrim.
This booklet, intended to assist devout visitors to Sabarimala and
Guruvayoor, has text in three other southern Indian languages, viz.
Tamil, Kannada and Telugu, in addition to Malayalam. I am extremely
glad that the Malayala Manorama group of publications has accepted
the responsibility of printing and distributing these booklets to
benefit the pilgrims. We hope that this turns out to be useful for
the public.
Three
other booklets relating to vehicle thefts, house thefts and atrocities
against women are ready for printing and distribution. We expect
that these will also prove to be useful and informative to the general
public, and result in the prevention of many a crime.

Dear friends:
My sincere "Id greetings" to each and every one of
you! The holy month of Ramzan has drawn to a close, and the festival
season is now fully on us. The annual festivals are being conducted
with pomp and grandeur at places of religious worship all over
the District, and this is a very busy period for us in the police
force. Since this is generally a time for social goodwill and
camaraderie among the people, it also provides an opportunity
for certain unruly elements to stir up trouble, usually under
the influence of liquor. There is a need to ensure that such festive
occasions are trouble-free experiences for women and children,
and the cooperation of all sections of society is essential for
the smooth enjoyment of such events by families. I request all
concerned and socially aware individuals to extend their best
efforts in this direction.
This is also a season for chronic thieves from other states to
visit our state and indulge in their activities. Therefore it
is important to ensure that our homes and property are protected
from their attentions, by keeping alert and taking precautions.
Strong doors are a must for all outside entrances, be they in
the front or back of the house. Appropriate investments in alarm
systems and other security devices will be helpful in this regard.
For those of you traveling in your private vehicles for various
purposes, it is essential to ensure that all doors are locked,
even if you leave your vehicle only for a short while. Also ensure
that all your money and valuables are carried safely and inconspicuously,
in order to prevent unfortunate incidents.
Recently, we of the police were able to successfully track down
and arrest members of a gang of gold thieves, who had decamped
with one and a quarter kilograms of gold. The Circle Inspector,
Cherpu, managed to follow the trail of the thieves to Bengal,
where four members of the gang were apprehended, and 90% of the
gold was recovered from them. I am sure that all of you will appreciate
the excellent work done by the concerned police officers. I must
add here that the cooperation of the complainant was also commendable.
With the cooperation of all concerned, we of the police will be
able to repeat such success stories on behalf of the public.

Dear friends, Another
childrens day has arrived and the managers of www.thrissurpolice.com
, viz. OrgPEOPLE, have organized a massive painting festival for
children at the Thekkinkadu grounds a single canvas, one
kilometer long, on which Artist Nandan Pillai and hundreds of children
will be expressing their creativity. I wish all participants an
enjoyable afternoons activity and hope that they will let
their imagination soar high and free.
On
our side, we are conducting contact programmes in schools all over
the district, as a continuation of our ongoing project, an activity
initiated by our Director General of Police. By such meetings, we
are able to get a feel for the views and opinions of the public
regarding matters of common interest and I am glad to state that
we have received a number of practical suggestions. The response
has been very good so far and there have been several innovative
suggestions that require very little financial commitment. This
is making us more service oriented, with due attention to our motto
Mridu Bhave, Dhrida Krithya. We will be firm in our
duties and soft in our dealings.
We
are preparing the next batch of advisory pamphlets containing useful
tips for the public, regarding vehicle thefts, robberies, house
burglaries, etc. We hope to release them this month itself. It is
our sincere wish that they would prove useful to the citizens at
large.
We
have already started a special section on this website for women
and children in June 2003, and we are receiving enthusiastic replies
and responses. Thank you all for encouraging us in our endeavours.
We promise to continue serving the people to the best of our ability.

Dear Friends, Recently,
it is seen that traffic accidents are on the rise, but with no apparent
or obvious reason. This seems to be the case all over the state
of Kerala. In order to tackle this, we of the police have been implementing
certain measures as per the direction of the Director General of
Police (DGP), Kerala. We have all along been trying our level best
to make people aware that safe travel should be their priority and
we hope that everyone will extend their cooperation in this respect.
Of late, there have been a few incidents where the citizens have
taken the law into their own hands and the resultant troubles have
not been easy to bring under control. This is because such incidents
offer an opportunity to anti-social elements in society, who take
advantage of the unruly scenes to indulge in arson. We have been
trying to identify such types of individuals in order to isolate
them and take stringent action against them. It is quite understandable
that bystanders and witnesses to incidents of rash driving have
a tendency to react angrily against the vehicles and their drivers.
But it is my opinion that such outbursts of public anger have to
be channelised into lawful paths so as to achieve the desired results.
We
are now conducting intensive traffic checks all over the District,
especially on the Highways and major roads. The inconvenience caused
to the public is highly regretted, but nevertheless inescapable,
since the aim of such acts is in the public interest. In fact, this
is a part of the state-wide campaign being conducted all across
the state with the aim of reducing incidents of vehicular accidents.
Speed traps are also being set up at various locations, hence my
advice to all drivers is to ensure that their driving is safe and
proper.
We
are also taking action against corruption by means of a special
drive against the menace. This is being done at all levels of the
police force. In this context, we invite suggestions and specific
complaints from members of the public regarding such incidents.
You may have realised from my responses to your e-mails that I do
mean business and that each one of your complaints and suggestions
will be taken care of.
During
the on-going month of Ramzan, our Muslim brothers are fasting for
the good of the world, and I pray that the Almighty God confers
His blessings on each one of them.

Dear Friends, Happy
"Diwali" to all of you. Please be careful when lighting
your crackers. it is your children or you yourselves likes to get
injured. So please be careful.
In
a short while we will be launching more leaflets like the one relating
to women and children.
We
have been receiving very favorable responses to our first leaflet.
And I thank one and all of you for taking the time to respond and
give your valuable suggestions. We will surely go through all of
them and adopt all practical suggestions.
It
has been this kind of response that prompted up to venture in producing
further leaflets. So please encourage us by sending your real opinions.
Rather than accolades real criticism will make us improve things
to increase their usefulness for you.

Dear Friends, You
may have already heard through the media that the Kerala Police
Academy at Ramavarmapuram, Thrissur has started training a new batch
of S.I Trainees (160 trainees) from the beginning of this month.
This is a significant milestone in the history of this budding institution.
Already, two batches of women police constables has been trained
successfully in this institution and they have been placed in various
police stations all over Kerala. Their induction has brought a lot
of desirable changes in the behavior of their men colleagues with
regards to attitude, discipline, etc. These women constables have
also taken up their duties with energy and vigor. The beginning
of the Officer Training course is an indication of the coming of
age of this institution.
If
all things go as expected and no hindrance is encountered, the institution
will be the foremost Police Training Institution in the whole of
India, and indeed even of South Asia. This would be a creditable
achievement for Keralites and specially the citizens of Thrissur.
We
may all heave a sigh of relief that the rehabilitation process at
Marad Beach in Kozhikode has gone off without a hitch. I extend
my sincere regards to all those involved in this effort.
It
is my intention to continue the "Reach Out to Schools"
project in which I will be visiting schools all over the District,
interacting with school students and raising their awareness regarding
the police organization. The response to this project so far has
been quite good and it is my experience that the intelligence seen
in our school students has the capacity of putting even experienced
police officers under close scrutiny. They are keenly watching socially
interesting developments and taking an active interest in current
events. My interactions with them have been uniformly positive and
challenging.
The
goonda menace in the District has been brought under control to
a great extent, during the course of the last one year. However,
it is not yet time to stop our efforts as yet, in order to get rid
of this social menace. The involvement and encouragement of all
socially aware citizens is essential to ensure a successful end
to this campaign. Our aim is to develop each one of our police officers
into Defenders of Justice and Challengers of Evil. In this endeavor,
we are guided by our motto: " Mridu Bhave Dhrida Krithya",
viz. "Polite Behavior with Stern Action!"

Dear Friends, In
spite of our best efforts, the roads within the Corporation of Thrissur
do not seem to be getting adequate attention from the Corporation.
Much time is lost by vehicles in negotiating these pot-holed roads
and the damage caused to the vehicles adds to the loss incurred
by the Public Exchequer. Accidents are caused by the maneuvers of
drivers, swerving and braking to avoid some of these hindrances
to the smooth flow of traffic. It is my feeling that proper maintenance
of these public roads will be extremely beneficial in ensuring a
reduction in road accidents.
We
have designed and published an appropriate booklet containing specific
instructions regarding certain social misdemeanors and crimes. I
feel that this booklet will go a long way in encouraging members
of society to take a more active role in tackling petty criminals
and anti-social elements. This booklet is primarily aimed at school
students and the so-called weaker sex in assisting them to deal
effectively with these hindrances. Please do contact us for more
information on this activity.
It
seems that there are some people in the jurisdiction who do not
want people to live peacefully. They pick up small matters, get
offended by these small incidents and then instigate clashes. The
police have to arrange pickets, start patrolling during the day
and night, etc. We know that this causes a lot of inconvenience
to the public, but are helpless in the matter. To weed out antisocial
elements from coming into the are, we need to go through with these
exercises. Please do excuse the inconvenience caused by such activities
of ours.
In
Kandanissery, there was the matter of an RSS shakha conducted within
the precincts of a temple. It was an unarmed exercise hence the
police could do nothing to do with this, unless the owner of such
premises make a complaint. Since temple authorities rarely complain,
certain sections of the people and their intolerance led to clashes
among groups of people and caused injuries to several individuals.
I wish to state that increased tolerance towards each other allied
with care to follow proper procedures in dealing with public activities,
viz. registering complaints, taking the matter to local authorities,
etc. are a better way to deal with such incidents. It needs to be
mentioned here that there are a few individuals who take pleasure
in creating incidents such as these, and in inciting public clashes.
Increased awareness among the common public is essential to ensure
that such incidents do not take place or at the very least, are
minimised in order to engender a more peaceful atmosphere within
society.

Dear Friends, Greetings
to all of you. Due to the cessation of the students' agitation,
this independence day has passed off very peacefully indeed. I commend
everyone for their cooperation in ensuring an incident-free Independence
Day.
I had
mentioned in one of my earlier editorials that we shall be releasing,
very soon, special public interest booklets that are intended for
the benefit of women and children. The first of these is in the
final stages of completion and we plan to release this booklet very
shortly. In the coming days, we will also be releasing booklets
aimed at tackling offences such as vehicle thefts, burglary, and
other criminal acts. I invite suggestions from all those of you
who may have specific ideas in these matters.
At
the start of the 57th year of our Country's independence from foreign
rule, let us all take a pledge to put up a joint front against terrorism,
goondaism, and anti-social activities such as drug and alcohol abuse.
Let us also strive to eliminate all forms of social violence that
tend to tear apart the social fabric of our communities. I wish
to request each one of you to assist us in putting an end to such
evil tendencies in our midst, by providing us with timely and accurate
information. However, please do spare a thought for possible innocent
victims of false or inaccurate information, since we are duty-bound
to follow up on all leads, some of which may lead to discomfort
or humiliation for innocent bystanders as well. We hope to avoid
all such unnecessary and unfortunate incidents with your help and
cooperation.
This
year's Independence Day Parade by Police witnessed the participation
of a full contingent of Vanitha police for the first time ever,
and I am happy to state that their performance was indeed commendable.
I extend my best wishes to each one of them.
I am
also happy to announce that the all-round performance of the specially
constituted Highway Police Squad for the Thrissur District has been
adjudged to be the best, from all over the State of Kerala. I am
sure that this accolade will act as a spur in their professional
future, encouraging them to strive ever harder in public interest.
I congratulate them for their avhievement, on behalf of the public
of Thrissur.
I continue
to be at your service, on behalf of the members of the Thrissur
Police, and seek to provide an improved array of services in coming

Dear Friends, Another
Onam is gone. Not a sensational one. But mostly peaceful. Except
for some disturbances in Kantanisseri, it was a peaceful Onam in
Thrissur District.
On
09th Sept 2003 we have launched a programme "CITY STRIKERS'
to patrol Thrissur City on Motor Cycles. Five motor cycles equipped
with wireless sets, blinking lights, sirens etc on which one Sub-Inspector
and one Police Constables will be riding, generally to control traffic,
reach trouble spots including accident spots quickly, handle drunkers,
anti-social elements, speeding of vehicles, reach spots at the earliest
so that the police has correct first hand information about incidents,
respond quickly to calls received on "100" etc. The best
feature is that call on "100" will be conveyed to the
nearest City Striker who will reach the spot without time delay.
Response time is reduced considerably. There was to be one Vanitha
Sub-Inspector and Vanitha Police Constable on one motor cycle but
due to in experience on the vehicle provided she could not start
the vehicle patrolling. Anyhow the Vanitha SI started the patrolling
with a male constable.
The
City Strikers was flagged off by Sri. Venugopal K Nair IPS, I G
of Police (North Zone), Kozhikode in the presence of Sri. Y. Anilkumar
IPS, DIG, Thrissur Range and other police officers.
I request
the general public to co-operate with the City Strikers and take
maximum advantage of this new arrangements. If this is successful
such arrangements will come in other Cities also.
I'm
sorry to say that the system of taking offence on small incidents
and attacking each other and their houses are continuing. The incidents
in Kantanissery is another case in point. I hope the leaders and
general public will see reason and stop such anti-social activity.
Let the minds of the younger generation be not corrupted by destructive
and poisonous ideas and let them become true citizens of peaceful
Thrissur.
Instead
of clashing with each other let the youths think about how to regulate
and remove shambling blocks in the smoothening of the traffic system
in Thrissur City so that the traffic blocks are avoided and the
traveling of public can reach their destinations without undue delay.
We,
on our side trying our best to provide good and effective policing.
To remove the stress experienced by the police-men in work and personal
life we are holding classes on stress relief, yogas etc so that
they are able to attend to their work without undue stress and more
effectively. This has been started under the directives of our DGP.
By
the by we are trying to provide more people friendly and service
oriented policing for the benefit of the general public, We seek
your whole hearted cooperation in this matter.

Dear friends, Excuse
me if my interaction with you is not continuous and in time. That
is due to pressure of work alone.
I have
been writing about 'goonda' activity. If you see the video clippings
of many, a agitation you can observe that there is a savage expression
on the face of the participants when they attack public property
as well as police-men. Whether they make this for the benefit of
the video cameras? I don't know. Anyhow most of the people do not
have any actual grievance against the police. The frenzy is created
artificially for the benefit of few. When they find enjoyment in
such activities, a large number of them turn to 'goonda' activity
on a big scale or occasional activity. It is sad to note that it
is mostly youth, below the age of thirty, who were caught for goonda
activities. According to me, the parents and the public, in general,
have so much to do for preventing or sealing down such activities.
Let us hope for the sake of the country that they will do their
duty.
Now,
the Onam Season is almost on us and the thefts are likely to increase.
During last season we were able to control pick-pocketing of the
Onam money by bringing in all the pick-pocketers we could pick up.
Many thefts occur due to the carelessness of the people. They purchase
many valuable things from a shop, leave it in their cars without
locking and go to the next shop for purchasing more items by promising
themselves that they will return quickly. But purchasing as it is
time taking process and when they return nothing will be left of
the previous purchase. The vehicle is also likely to be lifted.
Last
time we issued a set of warnings and instructions and I think that
they were useful and effective. We will do it this time around also.
Regarding
vehicle thefts, I think the most effective preventive measure would
be to install alarm in the car, so that even if som body touches
the car the alarm will go. Thief know the method to handle all other
pre-cautionary measures. Keeping less fuel in the vehicle also helps
some times. See that the registration of the vehicle is changed
to your name immediately after purchase. See if it is an original
R.C. Otherwise it could be a stolen vehicle and your money is gone.
Building natural obstructions between the car and gate also helps
to a certain extends. Anyhow it pays to be careful always.

Dear friends, Thanks
for the responses to the earlier communication. I feel that the
young people have to be given an aim or a dream to achieve. They
need to be taught about human values. How to put ourselves in our
adversaries shoes in a crunchy situation and think what would have
been our reaction. They are full of energy. They have to be shown
how to channelise their excess energy to their best advantage and
also to the best advantage of the society without adversely affecting
the community at large.
Our
website is assuming new proportions, becoming more people-friendly
and more useful. Please be on the lookout, it can be observed very
shortly.
You
are getting an opportunity to give complaints to your SP in Malayalam.
You need not make any special efforts for the same or have special
technical upgradation. Just follow the directions given on the website
itself to download the necessary software and just type awa y!!
We
are also adding tips and advices for different sections of society.
This is being done in instalments. The top priority is for children
and women. Expect leaflets on this subject shortly. You can take
copies of the same and circulate even. That will be a social service.
We also aim to print this out and circulate. But you knwo there
are definite financial constraints.
We
also aim to bring out leaflets on how to prevent vehicle thefts,
house thefts, cheating, robbery, etc. Please watch out.
As
instructed by our new DGP (Director General of Police), we also
propose to have closer contacts with our children with our schools
programme. We are chalking out the modalities and programmes and
you will be hearing from us shortly.

think that these things will make the police force more open, people
friendly and closer to our citizens.

Dear friends, I'm
sorry I am not able to communicate with you as often as I would
like. Please understand that this is mainly due to the heavy work
load of a District Superintendent of Police besides the occasional
personal inconvenience common to all human beings.
Recently
you have been hearing through the media, both printed as well as
visual, that 'goonda' activity in Thrissur is on the increase. I'm
sure you all know that 'goonda' activity has been going on for years
together here. In fact due to the recent intense police activity
it has actually come down somewhat. However since both visual and
print media have been regionalised with local editions, city channels
etc, more importance is being given to local news. Hence, small
incidents that would otherwise go un-noticed tend to be given prominence
and are highlighted as sensational occurrences. An example is a
recent attack by one person on the shop of his own brother due to
financial disputes between them. This incident was described in
the media as a 'goonda' attack caused by failure to make the required
'goonda fee'. The local merchants association even conducted a hartal
alleging police in-efficiency citing this incident as a goonda activity.
How Unfortunate!!!
It
is widely known that loan sharks and 'kuri' organizers have been
the starting point of goonda activity. These people employ muscle-men
to recover money from defaulters. These 'strong-men' subsequently
setup their own network of paid anti-social elements who are willing
to engage in goonda activities for a fee, on behalf of those who
require these services. This has been going on for years here and
it is not possible for any agency to eliminate this overnight. Please
accept my firm assurance that we are doing our best to rid society
of this menace.
Even
though merchants complain through the media about increased goonda
activity, the police are yet to recieve any specific complaints
from any of them in this regard. We are unable to take any action
without any written complaint. I would like to inform my viewers
that in the rare instances where we have received such complaints,
cases have been registered and strong action taken against the culprits.
It
is the responsibility of each one of us to think seriously about
such matters. Young people are increasingly attracted to such anti-social
activities, leading to unfortunate incidents and causing harassment
to members of society. This is very serious social problem affecting
the entire community. Please do think about this seriously and communicate
your views to me.

Dear friends, The
chain-snatchers are in custody. But please do not relax. Others
like them are around but not active at present. Please do not tempt
them by openly flaunting your valuables. Please bear with for being
over cautious.
The
monsoon rains have set in and this is the time when common thieves
become active. You may wonder why I continue to speak about thieves
all the time. Please understand that preventing theft is a major
function of the police. During the rainy season, it is but natural
that the sleep of house owners and their families is of a higher
intensity and this provides an opportunity for thieves to break-in
to their houses. Please ensure that you take adequate precautions
to protect your family and your valuables by following certain safe
guards such as strengthening the exits from the house. Normally
people strengthen their front doors but overlook the back and side
doors. Outside bathroom doors are also weak in many houses especially
older ones. Please do take the necessary steps to ensure your own
security. In case of vehicles it is advantageous to install an alarm
system to prevent any instance of burglary.
Now
about less scary matters. While moving in traffic and somebody behind
wishes to overtake, often it is found that car drivers switch on
their right indicators. May I remind you that such confusing signals
are a major cause of road accidents. Experienced drivers know that
correct indicator would be the left indicator, signaling to the
driver behind that it is safe to overtake from the right. I feel
it is necessary to mention this particularly since I have observed
this occurrence quite a few times recently.
About
children. Parents please tell them that the police especially the
traffic police is there to help them therefore ask them to correctly
obey their direction for the safety and security of your children.
We have started traffic units in Chalakudy, Kodungallore, Guruvayoor
and Kunnamkulam for better traffic management. I sincerely hope
they are helpful to the public. Shortly they will be given wireless
sets for better inter communication.

Dear friends, The
schools have opened prior to this there were a number of chain snatching
cases all over the District. The culprits are almost in the hands
of the Police. Let me assure you that there is nothing to fear regarding
this at present. However it pays to be cautious and my advice to
everybody is to try and avoid unnecessary display of jewellery in
public. There is a need for everybody to be conscious of the threat
of chain snatching incidents since there are number of such criminals
around. The Thrissur District Police is ever alert to prevent such
occurrences, and we request your co-operation.
The
school children are also facing various problems such as, buses
not stopping for them and not allowing everybody to get in, the
increase in traffic making it difficult for them to cross roads
etc. In connection with the schools reopening we have deployed more
Policemen at strategic points with instruction to be vigilant and
helpful. I request all parents to take an interest in the movements
of their wards and to instruct them in safety measures to be followed
on public roads. On our part we have tried to make bus operators
and staff aware of the problems of children and to involve them
in alleviating the difficulties faced by children traveling by public
transport.

Dear friends, One
more Pooram has passed off. This has been an incident free one,
thanks to the cooperation of all concerned. Our aim was to facilitate
all the people to observe the pooram without any hindrance or inconvenience.
A certain extent of inconvenience is likely to occur since such
a number of people congregating at a place is bound to create problems.
But I'm happy to say that the people cooperated with the authorities
patiently and therefore everyone was able to enjoy the pooram festival
right from pooram exhibition, Aanachamayam exhibition, sample fireworks,
etc to the pakal pooram. It was indeed a pleasure to see people
from all communities participating in the pooram and enjoying it
immensely. That this festival was conducted in the shadow of Marad
happenings is specially significant.
Since
the festivities went on like clockwork at correct time intervals,
the police officials were also able to carry out their duties very
well. We were also able to deploy sufficient officers including
women constables to control and assist the public. We are proud
to have provided effective support and assistance to the people
to the best of our ability.
Eventhough
such a great personality as the Sankaracharya of Kanchi Kamakodi
Peedom attended the festivities, there was no inconvenience to the
people or unnecessary restriction.
It
is commendable that on the advice of police department a separate
enclosure was made for foreign tourists near temple entrance. They
were able to observe kudamattom festivities without any hindrance
from beginning to the end.
The
pooram committee and others concerned were able to reduce noise
of the fireworks without compromising the famed pomp and glory,
it was greatly enjoyed by those present.
I would
like to place those who are in charge of conducting the pooram festival
the following;
It will be convenient if the facilities for foreign tourists are
expanded and made more convenient. Also some provisions need to
be made for women and children attending the pooram to see kudamattom
without the interference of trouble-makers and eve-teasers.
Here,
I wish to share with you a personal matter. I took charge as the
Superintendent of Police of Thrissur Dist on 10th of May 2002. Hence
this years Thrissurpooram was, by God's grace, the first anniversary
of my appointment. I'm thankful to the discerning public and the
authorities of various institutions I have interacted with who have
made my tenure here memorable. Whether I was able to deliver as
expected of me is to be decided by the citizens of Thrissur and
my Superior Officers in the Police Department.

Dear friends, I'm
writing this at a time when the Pooram preparation are in full swing.
We are also modernizing our website adding new features and providing
new avenues of interaction. Please wait to observe what they are.
Even now our website managers are striving hard to broad-base their
activities, expansion of our website is a part of it.
Now
about this year's Thrissur Pooram. Once again, the festival of Thrissur
is drawing near. All arrangements are nearing completion for this
year's festival. Already the 'kodiyettam' ceremonies of the principal
participants have taken place in preparation for the grand festival
which falls on Saturday, May 10th, 2003. (Please click here to view

We
have made adequate arrangements so that the public can view the
pomp and glory of the pooram and enjoy the festivities to the maximum,
all along keeping traditions intact and religious content without
any change. Separate announcements will be made regarding traffic
and other arrangements we have made, in time.
We
are drawing police officers and men from neighboring districts also.
Our women-police, strengthened and fortified by new recruits, will
enable us to devote more attention for protection and assistance
to ladies and children attending the festival. The police academy
will also send it's recruits to assist the existing women constabulary,
thereby gaining experience in police work.
We
of the Police Department request the public attending this prestigious
festival to keep decorum and behave in an exemplary manner, obeying
all lawful direction of the police, volunteers and officials of
the pooram committee in such a way that visitors to the pooram from
other parts of the state may depart with a pleasant feeling of having
participated in a well conducted orderly and beautifully wondrous
festival.
The
fire-work display is expected to be wonderful and the concerned
authorities have been asked to make it less noisy and more colourful.
This is necessary since, the noise if produced in excess, would
cause irreparable damage to our venerable and ancient Vadakkunathan
Temple.
I hope
you will all enjoy the festivities and take home a wonderful feeling
of togetherness camaraderie and happiness. Even though the unfortunate
incidents in Marad have cast a shadow of sadness, it is hoped that
time will heal the wounds and that vengeance will not prevail.

Dear friends, Even
though there were some unfortunate incidents involving policemen
in other parts of the State Thrissur had been incident free except
for a few stray occurrences. These small incidents will always be
there and have become a part of the general law and order scenario.
The people have unrestricted access to intoxicating liquors and
all people consuming alcoholic drinks will not be able to keep it
down and behave decently. Alcoholic drinks remove natural inhibition
allowing the animal within to be released. Whether the animal behaves
normally or indecently will depend upon the circumstances and the
environment. Anyway you can rest assured that this animal will not
behave humanely.
As
long as such things continue there will be stray incidents. They
can be taken care of by us in the usual course. Only when they are
turned political or communal by interested parties to achieve their
ends. It is in this matter that the involvement of the common people
becomes important. If the common public discerns such things a peaceful
life could be ensured and enjoyed. Another menace is the glorification
of rowdies by a section of the public mainly the younger generation.
You may have seen the crowds at the time of the funeral rites of
a notorious rowdy such as Chapli Biju. These rowdies are projected
as heroes by interested parties so that the young people who see
the adoration and adulation given to them are attracted to lead
such life. No restrictions on liquor, no body to control your way
of life, you are free to do anything you want and the public fear
and adore you at the same time. It is as if you are on top of the
world.
By
concerted action the police department has done a lot of work in
controlling the rowdies and restricting their activity. We have
also tried to show them in the true perspective. However, I do not
claim that we have succeeded to any considerable extent.
It
is for the general public to take up the issue, devise their own
ways of controlling and correcting their youth lest they become
the cancer of the community. If you do not take up the issue in
time it is the youth of this District, that is your future, which
will go to the dogs.

Dear friends, It
has been a long time I was unable to find enough time to correspond
with you. Sorry excuse me.
It
is time that if I have tried strongly enough and if somebody had
prompted me with perseverance I could have gone through the exercise
and produced some jottings. But we cannot roll back time and let
gones be bye gones.
I had
aimed to make and announcement expanding our Kerala Police Games
and Athletic meet, 34th version, scheduled to be held from 28th
- 30th Mar,2003. But due to serious law and order incidents all
over the state the meet had to be postponed twice. Now I think that
it would have been in appropriate tp announce the meet and change
the dates twice and thrice.
Anyhow
the meet was conducted from 10th -12th Apr, 2003 at the Corporation
Stadium, Thrissur. The meet was a success, thanks to the Organising
Committee headed by Dr. Alexander Jacob, IGP, Training and Director
Kerala Police Academy. The untiring leadership and enthusiasm provided
by Sri. V Anilkumar, DIG, Thrissur Range as the Organising Secretary
was also a reason for the success of the venture.
The
performance of the athletes was very good. Our Women Police Constables
also took part in the games enthusiastically. Even the recruit WPCs
undergoing training at the Kerala Police Academy performed walk
and did then unite in making the meet a success.

I and IV were a feast for the eyes of the spectators.
The
meet was inaugurated by the Hon. Minister of Finance Srri. Sankaranarayanan
and closing ceremony was provided over by none other than Sri. A
K Antony, Hon. Chief Minister of Kerala. Our beloved DGP Sri. K
J Joseph was present in Thrissur through out the function days.
The
cultural meet held after the Games showed the policemen and women
also can sing a song and dance and perform other art forms including
fancy dress.
The
mascot for the meet was a running elephant in keeping with the tradition
of elephant loving people of Thrissur.
The
general public and institution and leading Citizens and all of them
helped to make the meet a success and we in the Police Department
are thankful to all of them. Thank you from the bottom of our hearts.

Dear friends, Welcome
to another jottings from your SP.
Naturally
our effort is to make Thrissur District a better and peaceful place
to live in; where people can move about in any place without fear
of an attack by anti-social elements; where they can drive their
vehicles without a rash driver jamming his vehicle into theirs;
where ladies can travel the streets of the area without being molested
or troubled. Though we do not claim 100% succession in our endevours
(which is not humanly possible also) we are now able to say that
atleast something has been achieved. Alot of anti-social elements
have been putbehind bars and have been brought under control of
the law. Youngsters are slowly realising that crime does not pay.
We will continue our work in spite of all odds.
Now
it is the turn of the Citizens. You have seen the large number of
youngsters thronging at the funeral of the anti-social elements.
I do not understand whether they do it for the thrill of it or for
the daring adoration of the daring deeds of the criminal or because
they are one's willing followers. It is definitely bad. It is the
duty of all parents, social organizations, political organizations
etc to wean away the youngsters from this dangerous trend. On behalf
of the peace-loving Citizens of the District I do sincerely and
earnestly hope that they will succeed in the endevour.
Recently,
we have been able to apprehend some notorious anti-social elements
engaged in crimes like dacoity, armed attacks etc. we promise the
citizens that we will continue this efforts unabated.

Dear friends,
I
was at New Delhi in connection with a training from 11th to 20th
Jan 2003. Due to this and other urgent official engagements I was
not able to correspond with you periodically.
The
festival season is on. All religious denomination are celebrating
their different festivals with utmost pomp and festivities. It seems
that for most of the people festivity means consuming as much liquor
as possible. This undermines their natural behavior and make him
into an animal which reciprocates sharply and destructively with
vengeance at any opportunity. People also see festival venues as
places where they can retaliate for past real or imagined slights
and indignities. All these create problems for the police and causes
all kinds of inconvenience for the common people who have no axe
to find and who wants to only enjoy the festivities undisturbed.
I sincerely request the public to bear in mind the desire of the
common people and allow them to enjoy the festivities peacefully.
Those people who have axes to grind and scores to settle please
postpone it to some other time or otherwise approach us with the
problem so that we can sort it out nicely. I hope you all share
my concern and act accordingly.
While
observing the traffic during checking and at other times it is observed
that many of the people driving all kinds of vehicles are either
ignorant of the traffic signals or not. For example, when crossing
junctions most of the vehicles show both the indicators together.
It is not necessary. When you do not show any indicator it means
that you are not turning and going straight. Showing both indicators
together should be only in times of emergency. Also, when overtaking
some vehicles especially lorries show their right indicator meaning
that overtaking can be done by the right. But the signal actually
means that you are going to turn right. Then how can anyone overtake
you? Therefore in such circumstances you put on your left indicator
to show that you are keeping to the left and the vehicle behind
you will overtake without fear. More about this later.
