Dear friends,

You are already aware that we have commenced a District-wide “Reach out to the People” programme with the support of the District Panchayath. After the inauguration by the D.G.P we have been able to conducted six block-level programmes so far. We had to stop there since election dates for the Parliamentary polls have been declared and we have been instructed not to share platforms with representatives of Political parties. The programme will resume again in May after the elections are over. In the meanwhile contact programmes in Residents Association etc will continue according to the responses we receive.
At all the venues the programme has been well received by the public. There was some criticisms about the activities of the Police but once the aim of the meeting was described and the leaflet prepared were distributed the main demand was that such meetings should necessarily be conducted at the lower levels also. I rated the difficulty in printing such large quantity of leaflets as would be required for such meetings. Some people offered to cooperate but definite offers are to come. If we can get enough stock of booklets we could conduct more meetings at lower levels. Our main aim is to reach out to the people and give them useful advices which would help to prevent and avoid crimes. Some tips are there in the booklet and we like them to reach all homes.
We would like to take up burning and urgent issue of the growing number of suicides in this district but that would take a lot of careful handling and careful planning. It would also require some constant financial support also.
The election process has already started. All citizens would like the process to be completed with out any untoward incidents. We also would do our maximum to maintain peace and harmony in the area. I request all the citizens of this district to cooperate with us in this matter.
The examinations are coming. It would not be possible to list out all our advices to the parents, teachers and students in this column. Dr. Alexander Jacob IPS, I.G.P and Joint Director, Police Training Academy had given a number of useful advices during his phone in programme on 06-03-04, which was published in Malayala Manorama on 07-04-04. They are very relevant and acceptable.
What stuck me was one advice regarding asking about the performance of the child in the examination. It would certainly create feelings of anxiety, anger, regarding inadvertent mistakes, fear about examinations etc. There it is better to start post mortem of performance in the examination after all the examinations are over. Any way such performance will never improve the examinations already written but may affect future performance definitely.

Our program Police – Public interaction “Nammude Police Nammukku Vendi” has completed its first phase. It was great success and public response was wonderful. It has been temporarily suspended due the announcement of Parliamentary elections and the practical difficulties arising there from.

We have been trying to do so many things for the public. Our Policemen are also co-operating in this matter with energy and enthusiasm. They may have a feeling that their efforts are not being recognized and appreciated. Therefore we are thinking of instituting an award of excellence for Police Officers and Constables. Opinion of the Public will be invited and awards will be given to the best Police Officers and best Police Constables once in three months. The persons will be selected by a committee of prominent persons. I think all the Public will co-operate by sending their selections and opinions.
The Election Commission has published certain guidelines for observance for the candidates and political. Jathas, meetings, hoardings, wall writings etc are subject to certain restrictions. We exhort all concerned to abide by the directions of the Election Commission and co-operate with the Police in this regard.
Processions and Public Meetings should be held only after getting permission from the SP or concerned Dy SP. Mike permission can be issued only by the concerned Dy SP or SP. Concerned people are requested to get the permission early and avoid confusion later. When the meetings and Jathas are organized from the same place and time by different organizations please contact the concerned Police Officers and sort out matters amicably. Committees have been formed at the Police circle level by us and all concerned are requested to raise contentious matters before this committee for the reconciliation without resorting to direct confrontation.
